Just like the other tool, you will want to use keyframes on the timeline at the bottom to control when things happen, but in essence, this tool controls the entire track instead of the media that is inserted, so it move the sprite all around, and be able to shrink and grow as much as you please without the issue of the image getting cut off anywhere. If you want to change the speed of multiple clips - find a script that does this. Once you do that, you will be met with this screen, which works similarly to the Event FX tool. Here is a picture of where you should be able to find it. Instead of using the Video Event FX tool, you will want to go to your Track group and use the "Track Motion" tool. I recently updated to the latest version of Vegas, but used to use Vegas Pro 14, and they all pretty much work the same, so hopefully this help will still guide you in the right direction!
